The First China-ASEAN Prosecutors-General Conference was convened in China's Kunming, Yunnan province, from July 7 to 9, 2004. The theme of the conference was "maintaining regional stability, combating transnational crimes". Hu Jintao, then president of China, sent a congratulatory message to the conference. Luo Gan, former member of the Political Bureau of the CPC Central Committee, attended the opening ceremony and delivered a keynote speech.
About 200 delegates, including prosecutors-general and attorneys-general from China and ASEAN member states attended the conference. During the meeting, the parties signed a joint declaration affirming their stern determination on combating transnational and cross-regional crimes. They called on judicial and procuratorial organs to strengthen cooperation in fighting terrorism and terrorist financing, trafficking in drugs, transnational smuggling, corruption, money-laundering, high-tech crimes and other forms of organized transnational crime.
