Joint Declaration of the 14th CHINA-ASEAN Prosecutors-General Conference

The 14th China-ASEAN Prosecutors-General Conference was held on 29 October 2024 in Singapore. It was attended by:

1. H.E. Lucien Wong, Attorney-General of the Republic of Singapore

2. H.E. Ying Yong, Prosecutor General of the Supreme People's Procuratorate of the People's Republic of China

3. H.E. Datin Seri Paduka Dayang Hajah Nor Hashimah Haji Mohammed Taib, Attorney General of Brunei Darussalam

4. H.E. Chea Leang, Prosecutor General of the General Prosecution Office to the Supreme Court of the Kingdom of Cambodia

5. Dr. R. Narendra Jatna, Deputy Attorney General for Civil and State Administrative Affairs, Attorney General's Office of the Republic of Indonesia

6. Ms. Phonephet Ounkeo, Deputy Prosecutor General of the Lao People's Democratic Republic

7. Dato' Mohd Dusuki Bin Mokhtar, Head of Appellate and Trial Division, Attorney General's Chambers of Malaysia

8. H.E. Dr Thi Da Oo, Attorney General of the Union, the Republic of the Union of Myanmar

9. Ms. Mary Jane Sytat, Senior Assistant State Prosecutor, National Prosecution Service, Department of Justice of the Republic of the Philippines

11. H.E. Nguyen Huy Tien, Prosecutor General of the Supreme People's Procuracy of the Socialist Republic of Viet Nam

The participating Delegations renewed existing relations and recalled that the China-ASEAN Prosecutors-General Conference was inaugurated in 2004 as a common endeavour to strengthen exchange and cooperation among the prosecution authorities of China and ASEAN countries.

Focusing on the theme of "Fostering Cooperation on Combating Financial Crimes", the participating Delegations reiterated their commitment towards enhancing the collaboration among the prosecution authorities of China and ASEAN countries to promote peace, security, prosperity, and sustainable development for China and ASEAN countries.

Acknowledging the rising complexities of financial crimes, the participating Delegations affirmed the need to exchange best practices in prosecution strategies to meet the challenges in combating these crimes.

To this end, we, the Heads of the participating Delegations,

Recognising the transnational and evolving nature of financial crimes, and the challenges to the stability and security which such crimes pose to China and ASEAN countries,

Resolving to combat and suppress financial crimes through effective prosecution with enhanced cooperation and coordination to protect the stability and security of China and ASEAN countries,

Reaffirming our commitment to mutual assistance, information.sharing, capacity building, and the principles enshrined in international conventions and regional agreements aimed at preventing and combating financial crimes,

Do hereby declare that:

1. We maintain our commitment to support efforts to review and enhance our regulatory frameworks, and legal tools to ensure that we are able to effectively combat financial crimes;

2. We will promote the collaborative sharing of information on investigations into, and prosecutions of financial crimes between the prosecution authorities of China and ASEAN countries, by utilizing international cooperation channels including mutual legal assistance in criminal matters, where appropriate, and direct cooperation among the prosecution authorities of China and ASEAN countries;

3. We will support the adoption of best practices in meeting the challenges to combat financial crimes, including legal tools which tap on technological advancements to prevent and fight transnational financial crimes;

4. We will promote the growth of expertise in the prosecution of financial crimes by fostering a culture of continuous learning, sharing of ideas, and professional development through opportunities for training, networking, and education among the prosecution authorities of China and ASEAN countries;

5. We will support the development of campaigns to improve awareness and encourage vigilance by educating the public and businesses about the risks and consequences of financial crimes, and to promote compliance with anti- financial crime measures; and

6. We will support efforts to foster communication and cooperation between law enforcement agencies, businesses, financial institutions, and other organisations, to build a multi-stakeholder approach in combating financial crimes.

The participating Delegations record their appreciation to Singapore for hosting this 14th China-ASEAN Prosecutors-General Conference and welcome the hosting of the 15th China-ASEAN Prosecutors-General Conference in Hong Kong Special Administrative Region, People's Republic of China in 2025.
