
Dr. Thi Da Oo was born in Yangon, Myanmar, in 1964. She completed her primary, middle, high school education up to matriculation level at No. (1) Basic Education High School in Pabedan Township, Yangon, from 1970 to 1981. She obtained LL. B degree with a specialization in Civil Law from the Arts and Science University of Yangon in 1986. After completing advanced legal studies, she was awarded an LL.M degree from the same university in 1995, specializing in the Peaceful Uses of Outer Space. She pursued further legal studies in Japan from 2003 to 2005 on a Japanese Grant Aid Scholarship. She successfully earned a second LL.M degree in International Law in 2005, with a thesis entitled "Immunity of State Jurisdiction". In 2007, she completed a legal training course on Dispute Resolution Systems in Singapore. Her passion for specialized study and research in International Law led her to conduct doctoral research. She successfully defended her doctoral thesis in pure International Law, entitled "International Criminal Court", and was award the degree of Doctor of Laws (LL. D) from the Arts and Science University of Yangon in 2012.
She began her career as a civil servant in 1992, appointed as Deputy Township Law Office Grade 4 (Public Prosecutor). She was promoted to Law Officer Grade 3 at the Office of the Attorney General in 1997. She advanced to Assistant Director in 2007, Deputy Director in 2011, and Director in 2013 at the International Law and ASEAN Legal Affairs Division of the Union Attorney General's Office. In this role, she advised ministries on treaties and international legal matters. Subsequently, she was assigned as Deputy Director General of the Legal Advice Department of the Union Attorney General's Office in 2015. She was appointed Director General of that department in 2016 and became the Permanent Secretary of the Union Attorney General's Office in 2019. During this time, she served as a member of Myanmar’s Legal Expert Team and Working Committee for The Gambia v. Myanmar case at the International Court of Justice. On February 2, 2021, she was appointed Attorney General of the Union of the Republic of the Union of Myanmar. That same year, she was also assigned as an Alternate Agent for The Gambia v. Myanmar case at the International Court of Justice. On August 30, she was appointed as the Union Minister for the Ministry of Legal Affairs and Attorney General of the Union.
Academically, she has read legal papers and chaired international legal seminars and workshops both in Myanmar and abroad. She was also a member of the Myanmar Legal Team for Case 16 (Bangladesh v. Myanmar) before the International Tribunal for the Law of the Sea (ITLOS), which resulted in a favorable ruling for Myanmar.
She was awarded Civil Service medals, including the Medal for Stability, Peace, Tranquility and Prevalence of Law and Order, and the Medal for Good Civil Service. In 2015, she was awarded the special award of the Attorney General of the Union. Furthermore, in 2022, she was awarded Thiri Pyanchi honorary title by the Chairman of State Administration Council. In 2023, she was appointed as an honorary professor at Southwest University of Political Science and Law of the People's Republic of China by the university's rector for a term of five years, from 2023 to 2028.
