China-ASEAN Prosecutors Exchange and Training Base

The Guangxi Branch of the National Prosecutors College (hereinafter referred to as the "Guangxi Branch") was approved by the Supreme People's Procuratorate (SPP) of China in September 2013 and operates jointly with the Guangxi Procurators College. In September 2016, the SPP approved the establishment of the China-ASEAN Prosecutors Exchange and Training Base. In November 2017, the SPP designated the Guangxi Branch as a National Specialized Training Base for Criminal Prosecution and put the China-ASEAN Base under the branch's unified management.

Located on Xianhu Avenue in eastern Nanning, the Guangxi Branch covers 220 mu (about 14.7 hectares) with construction planned in two phases. Phase I spans 90 mu with a total floor area of more than 43,000 square meters; Phase II covers 129 mu and is currently in planning. Main facilities already in use include a comprehensive teaching building, the Ruide Building, trainee apartments, a gymnasium, and a staff building, providing full functions for teaching, accommodation, dining, and sports. The campus can accommodate up to 380 trainees at one time.

The branch promotes smart campus development and modernized training. Its simulation system supports mock interrogation, trial, and petition reception, while its conference system enables real-time broadcasting, recording, interactive teaching, and data analysis.

The branch integrates thematic teaching, case studies, practical training, and simulation into a diversified teaching model. Each year, it trains about 4,000 procuratorial personnel from the region. Special focus is given to improving grassroots prosecutors' ability to handle criminal cases in border areas.

The branch has hosted training programs for senior prosecutors and judges from ASEAN member states including Vietnam, Laos, Cambodia, the Philippines, Thailand, Indonesia, and Singapore, as well as from Central Asia, South Asia, and other developing countries.

The branch has a faculty team of nine full-time teachers and about 100 part-time instructors, including senior prosecutors, business experts, and professors. Faculty development is emphasized, and many instructors have been selected for national lecture tours and quality courses organized by the SPP.
