Our Journey in Foreign-Related Procuratorial Work

As a specialised procuratorate, the Fourth Branch of the People's Procuratorate of Beijing Municipality has proactively integrated into the overall situation of foreign-related rule of law, and served the function and construction of Beijing as an international exchange centre. We have handled a number of foreign-related criminal, civil and commercial supervision cases with high quality, covering more than 50 countries and regions. We have actively participated in international exchange, built a professional foreign-related procuratorial team, thereby enhancing the brand of "foreign-related procuratorial work ".

The fight against transnational smuggling is our important task carried out by my colleagues. This is no easy task. Those transnational smuggers continuously adapt their methods, using more sophisticated techniques to avoid detection. This means our procuratorates must also evolve—constantly updating their knowledge, refining their tactics, and enhancing their capabilities to stay ahead.Another major challenge we face is coordination. Transnational crimes do not respect borders. Seamless collaboration—across different domestic jurisdictions and with international partners—remains essential. We are continuously working to strengthen these connections to ensure that justice knows no boundaries. At the same time, we must balance efficiency with rights. While it is vital to handle cases effectively and expeditiously, it is equally important to protect the legal rights of everyone involved.

We are committed to promoting an open world economy, advancing Beijing's Opening of Services, and backing the Beijing Pilot Free Trade Zone. We provide legal advice to exhibitors at the China International Fair for Trade in Services. We assist scientists and tech companies with patent protection at the China Beijing International High-tech Expo. We host the Financial Street Forum, sharing China's perspective on international financial regulation. We've established a prosecutorial workstation at Beijing CBD to help businesses navigate cross-border compliance. We're always here and always serving.

Mengyin Yuan, Assistant Prosecutor of the Third Procuratorial Department

The department I work in is a composite specialized supervision unit for civil and administrative legal affairs. Most foreign-related cases are civil or commercial ones. When it comes to complicated international commercial disputes, cross-border intellectual property infringement, and financial cases that threaten our economic security, our prosecutors apply the law accurately and fairly to protect the legitimate rights and interests of all Chinese and foreign entities. There are still many difficulties waiting for us to overcome in foreign-related cases, like legal application, evidence admission, and service by public notice. We’ll strengthen our knowledge of foreign-related law and contribute to a fairer and orderly international system.

We actively engage in diplomatic exchange activities. Delegations from the Supreme People's Procuratorate of Vietnam, the Oman Lawyers Association, and the Attorney-General's Chambers of Singapore have visited our branch for inspection and exchange. We also place great emphasis on cultivating talent in foreign-related prosecution. We have jointly established a "Foreign-Related Rule of Law Research and Practice Base" with the University of International Business and Economics, participated in the compilation of research series on regional and national procuratorial legal studies, dispatched personnel to attend various training programs, and exchanged experiences with sister institutions. We will strengthen exchanges and cooperation to jointly contribute to a world-class business environment.

Dongrong Song, Deputy Director of the General Office

I'd like to say a few words about our work in foreign-related procuratorial matters — an area that's central to the mission of our institution. As the department leading this effort, the General Office is fully committed to stepping up to the opportunities and challenges ahead. A big part of this is improving how we coordinate — both within our branch and with external partners. We need to overcome fragmentation, help our case-handling departments refine their procedures, and ultimately strengthen the reputation of our foreign-related procuratorial initiatives. We're excited about the road ahead, and confident that, by working together, we can make an important contribution to this field.
