China's SWUPL, Chongqing Municipal People's Procuratorate launch teaching and research base

On Nov 28, Southwest University of Political Science and Law (SWUPL) and the Fifth Branch of the Chongqing Municipal People's Procuratorate held a signing ceremony to jointly establish the China-ASEAN teaching and research base for foreign-related rule of law and procuratorial studies.   

Liu Zhiyuan, Director of the International Cooperation Bureau of the Supreme People's Procuratorate (SPP), Lin Wei, President of SWUPL, and Jiang Wenjun, Chief Prosecutor of the Fifth Branch of the Chongqing Municipal People's Procuratorate, attended the event and delivered speeches.

Liu pointed out that the joint establishment of the base is an active response to the arrangements of the fourth plenary session of the 20th CPC Central Committee and the consensus reached at the 7th China-ASEAN Legal Cooperation Forum. The cooperation between the two sides will inject new impetus into advancing the building of China's foreign-related procuratorial system and capacity nationwide.

Regarding the future development of the base, he suggested achieving new breakthroughs in the joint cultivation of foreign-related rule-of-law talent and building the base into an "incubator" that links theory with practice. He also called for new progress in jointly addressing challenges in foreign-related procuratorial work and building the base into a joint laboratory for resolving judicial cooperation difficulties.

He emphasized the need to establish a new framework for resource sharing so that the base can function as a "hub platform" for high-quality resource integration. He added that the base should explore new approaches to creating a national model for procuratorate-university cooperation.

Lin pointed out that this cooperation represents an important initiative for the university to deepen procuratorate-university collaboration and align with national strategies. SWUPL has long been committed to integrating procuratorial theory with practice, achieving a series of landmark outcomes in building an independent knowledge system of procuratorial studies and cultivating foreign-related rule of law talents, while continuously expanding its cooperation network with procuratorial organs nationwide.

He expressed hope that taking the joint establishment of the base as an opportunity, the university would further integrate resources, promote the two-way empowerment of foreign-related procuratorial theoretical research and practical innovation, and contribute rule-of-law strength to building a China-ASEAN community with a shared future.

Jiang pointed out that the joint establishment of the base is the latest practical exploration in foreign-related procuratorial work, pooling the strength of all procuratorial organs of the municipality. Jiang said the base will serve as an important platform for the two-way empowerment of theory and practice. Jiang stressed that the two sides should uphold integrity and innovation to better serve overall national interests, strengthen procuratorate-university cooperation through continued reform and improvement, and advance the development of an independent body of procuratorial knowledge so that such cooperation can more effectively support the development of foreign-related rule of law.

In accordance with the cooperation agreement, both parties will subsequently focus on core areas such as foreign-related procuratorial theoretical research, talent cultivation, and practical exchanges, and join forces to build a high-level platform on procuratorial work integrating teaching, scientific research, and practical training.
