The Endeavour of China's Procuratorate (II)

Distinguished guests, ladies and gentlemen, welcome to be here!

I'm Yin Yutong, and we are all young officers from Dongcheng District People's Procuratorate of Beijing. 

Good morning!

Today, we'd like to share with you "The Endeavour of China's Procuratorate."

Through representative artefacts, landmark cases, stories, and practices, you will see the ninety years of development of China's procuratorial system.

We'll invite you to step into 4 historical periods.

This's our third period, from 1978 to 2012.

Following the implementation of the Reform and Opening-up policy in 1978, the pace of development for procuratorial organs across the country has been accelerating.

Let's first listen to a juvenile case handled by Dongcheng district procuratorate.

From 1986 onwards, municipalities and provinces including Shanghai, Chongqing, Fujian, and Beijing began forming dedicated case-handling teams, pioneering special ideas and measures in dealing with cases involving minors.

Thus, juvenile prosecution gradually separated from criminal prosecution in general, embarking upon a path towards specialisation.

In 1991, the Law of the People's Republic of China on Protection of Minors was enacted, enshrining the policy of "education, persuasion, and rescue" for juvenile delinquents.

The story of Ding Ding, which we have just heard, stands as a vivid testament of how procuratorial authorities to rescue minors involved in crime.

Through the window of the development of juvenile prosecution, one may observe that, in this period, the procuratorial organs paid greater heed to safeguarding and improving the people's livelihoods.

Systems and mechanisms that are today familiar to us — the Chief Prosecutor's Public Reception Day, the People's Supervisors system, the Open Prosecution system, the Judicial Assistance system—were gradually established, developed, and innovated upon.

In 1988, the Supreme People's Procuratorate established its Civil and Administrative Prosecution Division, actively undertaking legal supervision over civil trials and administrative proceedings, and thereby advancing judicial fairness to a higher level.

The cause of the China's procuratorate thus made significant strides in step with the progress of the nation's rule of law.

Today, in sharing with you the history of our system, we open not only a window for display, but also a bridge for dialogue.

Though we come from different nations and diverse legal traditions, fairness and justice remain our common language; the pursuit of an ideal society remains our shared conviction.

Let us stride forward together; let us learn from one another; and in that spirit of exchange, let us help build a world more just, more fair, more radiant with the rule of law.
