Senate bill seeks digital publication of newly enacted laws　

MANILA – A bill has been filed at the Senate seeking to strengthen transparency and modernize the publication of laws by requiring their online publication on official government websites and digital platforms before they take effect.

Senate Bill No. 1919 seeks to amend Article 2 of the Civil Code of the Philippines and relevant provisions of the Administrative Code of 1987 to ensure that newly enacted laws remain accessible in the digital age.

Under existing rules, laws must be published in the Official Gazette or a newspaper of general circulation before they can take effect.

Sen. Robinhood Padilla, the bill's author, said in a statement on Monday that the current requirement should be complemented by online publication, noting that most Filipinos now obtain information through digital platforms.

He said access to laws should not be limited by geography, physical access to government offices or the availability of newspapers.

Under the proposed measure, laws would take effect only after complete publication in the Official Gazette or a newspaper of nationwide circulation, as well as online through official government websites or platforms.

Failure to meet all publication requirements would render a law unenforceable until proper publication has been completed.

Padilla said the proposal would promote transparency, accountability and legal certainty by ensuring that citizens have equal access to official and authoritative versions of laws.

He also cited the increasing digitalization of government services and the growing reliance on online platforms for public information, government transactions and official announcements.

The proposed measure is also aligned with international best practices in legal publication while retaining the existing 15-day period before a law takes effect.
