The Shaanxi Branch of the National Prosecutors College of China (hereinafter referred to as the "Shaanxi Branch") is a public institution directly under the Shaanxi Provincial People's Procuratorate. Operating under the professional guidance of the National Prosecutors College of China, it is responsible for delivering leadership development programs, specialized operational training, professional skill enhancement courses, and other assigned training initiatives mandated by the Supreme People's Procuratorate and the Provincial Procuratorate.
Situated at No. 24 Fengcheng 3rd Road, Weiyang district, Xi'an, the campus spans 22.02 mu (about 1.47 hectares) with teaching buildings, trainee residences, and underground parking facilities. The teaching building, with a floor area of over 13,000 square meters, is equipped with language laboratories, computer classrooms, a mock courtroom, multimedia lecture halls, conference rooms, and VIP reception areas. The residential area includes 93 rooms for 150 trainees, along with a dedicated dining hall seating 200 people, and amenities such as a library, barbershop, fitness center, and outdoor sports facilities.
In recent years, the Shaanxi Branch has solidified its role as the principal venue for procuratorial education and training. Each year, the branch organizes more than 30 training sessions, serving over 2,000 professionals, and continues to cultivate a high-caliber procuratorial workforce.
Capitalizing on Shaanxi's distinctive revolutionary heritage, profound historical culture, and modern intellectual resources, the branch has developed specialized courses in revolutionary tradition, humanistic literacy, and innovative practice. It has designated 38 revolutionary education sites as practical teaching bases and curated high-quality pedagogical routes such as "The Spirit of the Western Relocation". To further enhance procuratorial capabilities, it implements stratified and targeted training methods, integrates practice with competition, and uses skill contests as a means to foster learning, training, and professional growth — nurturing both leading talents and highly specialized experts.
By leveraging national-level resources such as the Supreme People's Procuratorate's "Belt and Road" Procuratorial Research Base and the Evidence Analysis Base for Major Crimes, the branch has hosted international training programs for delegations from Vietnam, Tajikistan, and Liberia, advancing judicial exchanges and sharing China's judicial experience with the world.
To address evolving needs, the branch has built a "Double Hundred" faculty team that integrates theory with practice and draws on both internal and external expertise. This includes 50 scholars from leading institutions such as the Shaanxi Provincial Party School, Yan'an Cadre College, Xi'an Jiaotong University and Northwest University of Political Science and Law, as well as 45 practical experts from provincial-level Party and government agencies, judges, police officers, and lawyers. In addition, 120 senior procuratorial officials and specialists have been appointed as instructors, providing strong support for the procuratorial education and training.
