Located in Changchun's Jingyue High-Tech Development Zone, the Jilin Branch of the National Prosecutors College of China was established in January 1987. It is one of the first four provincial-level training institutions in China's procuratorial system. In 2015, it was designated by the Supreme People's Procuratorate as a "National Specialized Training Base for Duty Crime Investigation" — one of the first three such bases nationwide.
In recent years, it has hosted multiple national training sessions on duty crime investigation and over 100 practical training programs for procuratorial organs of other provinces.
Advancing Practice-Oriented Training
The branch has set up a dedicated practical training department, assigning experienced professionals to manage practice-oriented teaching arrangements. Drawing on Jilin's expertise in duty crime investigation, the branch offers 12 course modules including "Interrogation Skills", "Case Clue Discovery", "Investigation Command" and "Information-Based Investigation". More than 10 specialized courses have been developed, covering areas such as mobile investigation authority, recovery of illicit assets, jurisdictional issues, and statutes of limitations for dereliction of duty.
The branch adopts a "3+1+1" model for training, namely three days of professional courses, one day of comprehensive skills training, and one day for graduation presentations. Interactive scenario-based teaching methods now account for over 70 percent of course activities.
Exploring Diversified Faculty Development
The branch is committed to building a high-quality team of full-time and part-time procuratorial instructors. It has appointed 28 guest professors from procuratorial organs nationwide, as well as universities, Party schools, and research institutions in Jilin. Over 100 experienced investigation trainers have been selected from procuratorates at all three levels within the province. Relying on the Cooperation Platform of the Institute of Duty Crimes of the National Prosecutors College, the branch engages in both theoretical research and course development.
It also strengthens in-house faculty development through temporary assignments, field research, and centralized lesson planning. Currently, 14 full-time instructors are capable of independently teaching general courses. The branch has completed one national and three provincial research projects, published five academic papers, and is compiling teaching materials on duty crime investigation.
Strengthening Modern Training Service Support
Spanning 80,000 square meters and with a floor area of 60,000 square meters, the branch includes nine buildings, such as training halls, dormitories, and a gym, accommodating more than 620 trainees for both study and residence. The outdoor facilities include sports fields, basketball courts, and fitness areas, offering 90 expansion programs like an "aerial corridor". Indoor functional spaces include practical training rooms, seminar rooms, lecture halls, a film screening room, libraries, and an e-reading room.
The branch is the first in the national procuratorial system to introduce a "Teaching Information Management Platform", supporting modern teaching methods such as interactive dialogue, mock trials, and case simulations. The platform can manage library services, track attendance, and evaluate feedback, forming a closed-loop "demand-supply-transformation" chain throughout the training process.
