The Tianjin Branch of National Prosecutors College of China serves as a key education and training base for the national procuratorial system. Leveraging Tianjin's geographical advantages and cultural heritage as an international metropolis, it has developed a distinctive model of procuratorial education and training, providing a solid platform for judicial and procuratorial exchanges and cooperation between China, ASEAN, and other international organizations.
I. A Distinctive Training System
Focusing closely on the new requirements and challenges of procuratorial services in the new era, the branch has established a diversified training system with political training as the foundation, professional training as the core, and competency-based training as support.
(1) Integration of Politics and Professional Practice
The branch integrates political theory, Party spirit cultivation, and procuratorial professional ethics into all training programs to ensure that procurators are both politically sound and professionally proficient. A series of specialized courses are provided to deepen participants' understanding and practice of the principle of "serving the overall situation and serving the people."
(2) Emphasis on Practical Teaching
Closely integrated with judicial case-handling practice, the branch promotes teaching methods such as case teaching, mock trials, practical exercises, and debate competitions. Modern teaching facilities and advanced software simulate real-world scenarios, strengthening core competencies in evidence review, courtroom performance, and legal supervision.
(3) Focus on Emerging Issues
Training programs address cutting-edge topics such as financial crime, cybersecurity, intellectual property protection, foreign-related prosecutorial practice, and the judicial application of artificial intelligence, ensuring that content remains forward-looking and relevant.
(4) Integration of Teaching, Research, and Learning
The branch emphasizes collaboration with prosecutorial departments and research institutions. Practical issues encountered in training are transformed into research topics, with findings fed back into teaching. Students also participate in seminars, fostering exchange of experience and innovative thinking.
II. High-Quality Faculty
Adhering to the principle of combining full-time and part-time faculty, the branch has built a strong, well-structured teaching team.
(1) Experienced Prosecutors
A team of outstanding prosecutors and procuratorial experts with extensive case-handling experience, outstanding professional expertise, and excellent teaching abilities are selected from across the city's procuratorial system to serve as part-time instructors. To date, nearly 20 officials from the Tianjin Municipal Procuratorate have been invited to teach prosecutors from other provinces and municipalities, while many others have been selected for national teaching teams or recognized as members of the National Procuratorial Education and Training Faculty Pool — placing Tianjin's faculty at the forefront nationwide.
(2) Expert Think Tank from Universities and Research Institutions
Long-term partnerships with Nankai University, Tianjin University, and other institutions bring in distinguished scholars specializing in legal theory, judicial systems, and international law as visiting professors, enriching students' academic perspectives.
(3) Cross-disciplinary Resources
Experts from judicial, public security, and administrative organs, as well as industry specialists in finance, technology, and intellectual property, contribute to teaching, broadening the scope of prosecutorial education.
III. Facilities and Environment
Located in the core educational district of Tianjin's Binhai New Area, the branch offers both convenience and a serene learning environment. It is a short drive from the Tianjin Municipal Procuratorate, with easy access and minimal congestion.
(I) Teaching Facilities
The branch is equipped with specialized venues such as multiple multi-functional lecture halls, standardized classrooms, seminar rooms, reading rooms, and training rooms.
(II) Living Facilities
The branch features multimedia conference rooms, student dormitories, a dining hall, and a library, providing students with a comfortable and convenient learning and living environment.
The branch is currently undergoing a transformation and upgrading process. With a more open approach, it is continuously refining training programs, integrating high-quality faculty, and enhancing facilities. Its goal is to become a first-class base for procuratorial talent development and a hub for international prosecutorial exchanges, contributing Tianjin's wisdom and strength to deepening China-ASEAN cooperation and showcasing China's progress in the rule of law and prosecutorial development.
