National Prosecutors College of China 

   

The National Prosecutors College, which is affiliated with the Supreme People's Procuratorate (SPP) of China, is a specialized institution for training high-level procuratorial professionals and serves as the primary channel and main platform for procuratorial education and training. 

The primary responsibilities of the College include: conducting training for staff of the SPP, leadership teams and permanent members of procuratorial committees at the provincial and municipal levels, heads of internal departments, chief procurators of grassroots procuratorates, as well as key personnel and procuratorial instructors from local procuratorates. The College also delivers unified pre-service training for newly appointed prosecutors and training for promotion to senior prosecutor positions. Sponsored by the College, the China Procuratorial Education and Training Network Institute serves as a comprehensive online learning and management platform. It combines integrated learning, training management and data analysis services for nearly all procuratorial personnel across the nation.

The College has two campuses: the Shahe Campus in Changping district and the Xiangshan Campus in Shijingshan district in Beijing. Both campuses are well-equipped and have beautiful and comfortable environment. In addition to modern teaching facilities, they are also equipped with necessary venues and auxiliary facilities including libraries, cafeteria, gymnasiums and fitness centers.

The College employs over 50 faculty members, including 13 professors and 14 associate professors, with 35 holding doctoral degrees. Currently, influential experts and scholars, as well as national and provincial-level prosecution specialists have been appointed as adjunct professors and prosecution instructors. The SPP has established 29 branches of the College across the country. In collaboration with a group of distinctive procuratorates, the College has developed teaching and practice demonstration bases to foster mutual reinforcement between teaching, academic research and procuratorial practice.

The College has centered its efforts on the key priorities of procuratorial work, consistently deepening the integration of political and professional training. It incorporates theoretical learning, Party spirit education, professional competency development, and knowledge training into all training programs, aiming to comprehensively enhance the political literacy, occupational capability and professional ethics of procuratorial personnel with a practice-oriented, training-focused and results-driven approach. It employs diverse teaching methods such as lectures, seminars, and case studies to facilitate interactive learning between instructors and participants, as well as among learners. The College also cultivates high-end training platforms such as "the Grand Prosecutors Forum", providing trainees with more authoritative practical guidance and theoretical interpretation. Through continuous improvement of teaching quality control, evaluation, and analysis mechanisms, the College strives to enhance the relevance and effectiveness of its training programs.

Adhering to the integration of teaching and research, the College publishes several academic journals, including Journal of National Prosecutors College (CSSCI-Chinese Social Sciences Citation Index), The Chinese Prosecutors, and Prosecution Review. The Senior Prosecutors Forum and research funding programs have become vital platforms for academic enrichment. The College also plays a key role in hosting annual conferences for the China Association for Integrity and Law Enforcement Studies and the Chinese Society of Criminology, which are major events for scholarly exchange. Established at the College in 2015, the China Procuratorial Documentation Center integrates procuratorial publications, journals, chronicles, and yearbooks to provide literature support for professional training and theoretical research.

Designated as the "International Exchange Center for Prosecutors of the Supreme People's Procuratorate" in 2002 and accredited as an implementing entity for national foreign aid training programs in 2025, the College places high importance on cultivating legal professionals with international expertise, actively conducting specialized training on foreign-related cases and criminal judicial assistance matters. It has established diverse forms of exchange and cooperation with judicial organs, prosecutorial training institutions, and academic organizations in over 30 countries and regions.
