I. Procuratorial Cradle in the Ice City
The Heilongjiang Branch of the National Prosecutors College of China consists of three departments: Comprehensive Administration, Teaching and Research, and the Logistics Support Department.
In May 2019, the branch was restructured and relocated to Songbei district in Harbin. With 23,000 square meters of floor space, the branch features a comprehensive building, a trainee residence building, a fitness training hall, and a faculty apartment building. The facility offers three digital classrooms, 12 seminar rooms, and various sports venues such as basketball, tennis, and badminton courts, plus a gymnasium, supporting diverse training activities.
II. A Distinctive Training Brand with Local Characteristics
The branch undertakes various training tasks, teaching research, and academic seminars assigned by the Supreme People's Procuratorate of China and the Heilongjiang Provincial People's Procuratorate. The branch adheres to the philosophy of cultivating high-quality procuratorial talent and has refined a unique training style that reflects the essence of Heilongjiang province through teaching practice:
1. The "Heilongjiang Model": Small-Class Targeted Training
The branch hosts an average of 35 training sessions annually, primarily featuring small-class teaching with 60 to 80 participants. The curriculum is closely aligned with the practical needs of procuratorial work, integrating political training, professional practice, and comprehensive management. Each session addresses real-world challenges, from case-handling difficulties in the region to cutting-edge topics in the rule of law, enabling trainees to enhance professional skills and overall competence for high-quality development of the province's procuratorial work.
2. Practical Classroom: Innovative Interaction and Immersive Teaching
Breaking away from traditional teaching methods, the branch employs diverse formats such as case studies, simulated exercises, interactive interviews, and action learning. These methods allow participants to deepen their understanding through simulated case-handling scenarios and build consensus through the exchange of perspectives, significantly enhancing their ability to resolve practical issues.
3. Ideological Classroom: Regional Spirit as a Guiding Force
The branch emphasizes guiding participants to reinforce their original aspirations and cultivating a batch of Heilongjiang procuratorial professionals who possess technical expertise, heartfelt dedication, and unwavering resilience.
III. An Open and Dynamic Team
In recent years, the branch has continuously infused "fresh blood" into its faculty, attracting highly qualified talents from diverse backgrounds. This has effectively improved the team's professional competence and overall structure, resulting in a dynamic and professional team, enhancing the branch's innovation and diverse perspective in procuratorial talent cultivation.
IV. A New Chapter in International Training Cooperation
Leveraging the unique geographical advantages of Heilongjiang province and under the guidance of the International Cooperation Bureau of the Supreme People's Procuratorate, the branch co-hosted in June 2025 a training program in Harbin for prosecutors from the Kyrgyz Republic, together with the General Office of Heilongjiang Provincial People's Procuratorate (Office for Mutual Legal Assistance in Russia-Related Affairs). This program not only broadened horizons and enriched experience but also elevated the profile of Heilongjiang's procuratorial education to a broader stage, contributing to cross-border legal exchange and regional cooperative development.
